8eb1fd6a8e chore: add pre-commit hooks and expand README 
- Add .pre-commit-config.yaml with hooks for ruff check and pytest
- Expand README with quick start guide and development instructions
- Include pre-commit setup instructions
- Add references to AGENTS.md and CONFIGURATION.md

To use pre-commit:
  pip install pre-commit
  pre-commit install

Hooks run automatically on commit (ruff check + pytest).
