Stages with `cost: null` (incident-response, feedback-optimization) have no row in the persona's cost-prior table — the screen reports them as not numerically screenable instead of inventing a cost. `role` marks stages the screen decides without component arithmetic: initialization (always run), core (spine — always), phase-gate (approval-handoff executes iff any other ideation stage executes), structural (decomposition judgment — mechanical default SKIP). `projectTypes` mirrors a stage's compiled `condition:` when that condition restricts the stage to one kind of project (reverse-engineering is brownfield-only): with `--project-type`, a stage outside the given type SKIPs regardless of its component scores, so the screen never contradicts the stage it would have to run.",
